O design da capa foi criado por Hugh Syme, que estimou o custo de produção da obra em US$ 9.500. A Anthem Records se recusou a cobrir a despesa total, deixando a banda arcar com o restante. A capa retrata carregadores transportando quadros. Na lateral, pessoas são mostradas chorando porque os quadros que passam são emocionalmente “comoventes”. Finalmente, a contracapa mostra uma equipe de filmagem fazendo uma imagem em movimento de toda a cena.
A fotografia foi tirada em frente ao prédio Legislativo de Ontário no Queen’s Park, em Toronto. Os quadros que estão sendo movidos são o logotipo Starman da banda, uma pintura intitulada A Friend in Need e uma pintura que mostra Joana D’arc sendo queimada na fogueira.
